LEOSA Qualification
Standard New York State DCJS qualification, specifically for firearm qualification, is required. The shooter must provide all necessary items except for the target. Safety checks will be conducted on all equipment to ensure compliance. Identification is mandatory. There is a fee of fifty dollars for both semi-automatic and revolver firearms, which is particularly relevant for those participating under HR218 or LEOSA as part of their retired officer training.

COURSE OF FIRE
This New York State DCJS qualification includes a fifty (50) round firearm qualification course of fire. A passing score of 70 percent using factory ammunition is necessary for successful completion, which is particularly important for those participating in retired officer training under HR218 and LEOSA.
3-yard line – 12 rounds fired in two phases:
Phase # 1 – 6 rounds fired in two-round increments – no time limit
Phase # 2 – 6 rounds fired in 6 seconds
7-yard line – 18 rounds fired in two phases:
Phase # 1 – 6 rounds fired in two-round increments – no time limit
Phase # 2 – 12 rounds fired in 25 seconds with one reload
15-yard line – 12 rounds fired in 40 seconds with one reload
25-yard line – 8 rounds fired in 40 seconds with one reload
Equipment Checklist
To participate in the New York State DCJS qualification for firearm certification, ensure you have the following items ready: your NYS pistol license, a current Retired/Separated photo ID from your former department or agency, and an affidavit (which you can download from this page and sign at the course). Additionally, you will need ear protection, eye protection, and a firearm—either a semi-automatic or revolver with a holster. Please bring 2 magazines or speed loaders for timed events, along with a minimum of 50 rounds of factory ammunition for the firearm(s) you will be using—no reloads allowed. The fee can be paid in cash or by money order. Dress appropriately for the current weather conditions, and don’t forget essentials like bug spray, sunscreen, and rain gear, especially for the retired officer training aimed at meeting HR218 and LEOSA requirements.
Qualification Card
After successfully completing the firearm qualification, the former officer will receive a LEOSA Compliant ID card. This card is laminated and indicates that the individual has passed the New York State DCJS qualification course, detailing the date and specifying the type of firearm used (whether revolver, semi-automatic, or both). It also includes the signature and contact information necessary to verify the authenticity of the card, ensuring compliance with HR218 and supporting retired officer training.
Please Note
The firearm qualification course was specifically designed for 6 shot revolvers. Five shot revolvers are generally more challenging to qualify with. Whenever possible, it is recommended to use a 6 shot service type revolver. Reloading devices are suggested for the training but not mandatory. There is no minimum caliber size requirement for this course. Courses pertinent to HR218 and LEOSA may be offered monthly, beginning in May and continuing through October, providing an opportunity for retired officer training.
